In the past bankruptcy as we know it did not exist. If a man owed and he could not pay, he and his family or servants were forced into "debt slavery" to try to pay of their debt.

Traces of dealing with debt can ne found in all form of religion. Especially when laying out some kind of moral law to deal with it.

In  the Quran an insolvent person was allowed time to be able to pay out his debt. This is recorded in the Quran's second chapter (Sura Al-Baqara), Verse 280, which notes: "And if someone is in hardship, then let there be postponement until a time of ease. But if you give from your right as charity, then it is better for you, if you only knew."

Congress first law on the subject of  Bankruptcy was applied over 200 years ago in 1800. Or was repealed and went through a number of transitions before finding firm footing 100 years later.

The Chandler Act was an amendment to the Bankruptcy Act of 1898.

The last pervasive revision of the bankruptcy laws before the enactment of the Reform Act was the Chandler Act of 1938.

The Chandler Act gave authority to the "Securities and Exchange Commission" in the administration of bankruptcy filings.

Bankruptcy fraud is something that is often abudsed and reffered to as  a white-collar crime.
